No, it's a hanging lamp, viewed from directly below. The straight angle causes the lamp to turn bright white and the ceiling all black.

I like the shadows on the build... that in the white, right side is the best.... we can´t see what is doing it.

This is a static glass "advertisement banner holder", with its covering removed making the inner lamp visible. The little stripes are reflected lights from above either side of the train station platform.
