just out of curiosity, does anyone know the code for changing the my wallpaper in c/c++ (java would work for me as well, but i doubt java could do that). i want it to change to a random picture in a specifed location evertime it is loaded. i'm pretty new to c/c++ and not that familar with it.

The simplest solution (without knowing about the technical details of the system) might be to set a specific image as your wallpaper, then simply using the c/c++/java program to overwrite that image with a random one. Although chances are it won't appear until the system is rebooted.
